"The U.S. Army Corps of Engineers funds hatchery programs in the Willamette Basin to help mitigate impacts from the development and operation of the system of multi-purpose dams. Cramer Fish Sciences assembled a database of historic information on stocking of hatchery fish in the Willamette Basin. Using this database, they provided an assessment of impacts to ESA-listed salmonids resulting from stocking of catchable rainbow trout. We were very pleased with the thoroughness and quality of their work products and we hope to gain their assistance with future projects."

Ian Courter, M.S., Fisheries Scientist "I always advocate a collaborative approach to fish and water resource problem solving." As a biologist and policy analyst, Ian's experience has led him to believe that long term solutions require candid dialog and cooperation between all the major players. This approach prevents drawn out battling and improves the flow of creative ideas.

"My role as a scientist and project leader for CFS is to ensure that our projects exemplify high quality science and satisfy our clients and all the stakeholder entities interested in the project's outcome."

Responsibilities: Project leadership and management, communicating complex concepts to technical and non-technical audiences, biological investigation and problems solving, analysis, report compilation, and meeting facilitation.

Experience: Ian has been responsible for spearheading numerous projects throughout his career, encompassing topics such as fish population dynamics modeling, instream flow and salmonid carrying capacity assessment, stream habitat evaluation, entrainment and migration survival, Biological Effects Analysis, and fish toxicology. Ian's primary areas of expertise include quantitative assessments of water operations effects on fish populations and steelhead population dynamics.

Background: "I've been a biologist all my life and my passion for our natural resources never wanes." Even as a youngster Ian knew he was called to work in the environmental sciences field, but the focus of his passions did not become evident until college. While a collegiate student athlete, Ian spent several summers as a commercial fisherman for Sockeye salmon in Bristol Bay, Alaska. "It was there that I began to appreciate the complexities of the struggle between resource users and resource managers."

Later, Ian would pursue a graduate degree in fisheries science and put his practical and academic experience to work for Cramer Fish Sciences.

Ian brings a unique blend of science and personal flare to the CFS team. His natural communication skills and ability to work well with people improves the transfer of knowledge from the CFS analytical team to our clients and their constituents.

Personal: In addition to fishing, hiking, and the typical Pacific Northwest activities, Ian enjoys boardsports of all kinds. "My current obsession is kiteboarding, but I've been a longtime surfer and snowboarder as well."

Cramer Fish Sciences' proximity to the Columbia River Gorge, the Oregon Coast and Mount Hood is ideal for the pursuit of wind, wave and downhill bliss. When Oregon weather doesn't produce the necessary conditions for boardsport fun, Ian often travels to Hawaii and South America, ever in pursuit of the outdoor experience.
